first of all, do your research - google and yahoo the travel agent you wish to buy a package with. if they are dodgy or have bad track records, it'll show up, whether in an online forum or news articles. ask friends as well about their experiences.

i don't think there's a blacklist around (if you have one, pass it to me too!). there's a 'good' list, of the Natas-case accredited agencies, so you might want to buy a package from them.
